What does the legislation say about the Multifiber Building
For the benefit of readers, we report the article of the law that concerns the subject matter:
Art. 135 Law 164/2014 — Rules for the digital infrastructure of buildings:
1. All new buildings for which building permit applications are submitted after 1 July 2015 must be equipped with a passive multi-service physical infrastructure inside the building, consisting of adequate installation spaces and Fiber Optic High Speed Communication Systems up to the network end points. The same obligation applies, starting from 1 July 2015, in the case of works that require the issue of a building permit pursuant to Article 10, paragraph 1, letter c). By multi-service physical infrastructure inside the building we mean the complex of installations present inside buildings containing wired fiber optic access networks with fixed or wireless terminations that allow access to ultra-broadband services and connect the access point of the building with the network end point. 2. All new buildings for which building permit applications are submitted after 1 July 2015 must be equipped with an access point. The same obligation applies, starting from 1 July 2015, in the case of profound restructuring works that require the issue of a building permit pursuant to Article 10. By access point we mean the physical point, located inside or outside the building and accessible to companies authorized to provide public communication networks, which allows connection with the internal infrastructure of the building designed for ultra-broadband fiber optic access services.3. Buildings equipped in accordance with this article may benefit, for the purposes of the sale, rent or sale of the property, the voluntary and non-binding label of “Broadband-prepared building”. This label is issued by a qualified technician for the plants referred to in article 1, paragraph 2, letter b), of the regulation referred to in the decree of the Minister of Economic Development of 22 January 2008, no. 37, and in accordance with the provisions of the CEI Guides 306-2 and 64-100/1, 2 and 3.

The aforementioned legislation L. 164/2014 finally speaks of an ‘electronic communications system’. Previously we were referring to the individual systems of which it is formed: therefore TV reception, telephone, broadband, video surveillance, anti-intrusion, etc. The reason why this new definition was coined is twofold: the integration of electronic systems requires not only to group them under a single type but also to exploit the technical and economic synergies that make these systems more performing and less expensive.

- Certification — efficiency is guaranteed as all the components are assembled in the laboratory, where they are tested and certified.
- Comfort in the processing phases — the system is designed so that even the few processing and joining phases on the field can take place with the maximum possible “comfort”, thanks to the fact that the CSOE (optical building services center, also called “center star”) is modular; the individual modules are free and detachable from the whole; within the same, the joining cards are removable for easier processing on the individual components.

Ministerial certification
The Multifibers Building® is currently the only system in Italy to have been certified by the Ministry for Economic Development (M.I.S.E. certification), which after having submitted the project, the various components and the assembled and finished system to accurate checks on compliance with the regulations in force and functional tests, confirmed and certified its perfect efficiency and quality.
The advantages of FTTH technology
Just as the energy class has become a discriminating topic that influences the purchase of an apartment, so the technological equipment of a building will soon assume the same importance.
Paragraph 3 of art. 135 expressly provides that “buildings equipped in accordance with this article may benefit, for the purposes of the sale, rent or sale of the property, the voluntary and non-binding label of “Broadband-prepared building”.
There is a lot of appeal in providing/having TV reception systems and access to broadband in step with the times and innovative from a technological point of view. Therefore, living in a building that boasts the aforementioned label — because the preparation of the technological systems satisfies Law 164 — already represents an added value of the property itself.
