What the regulations say about Multifiber Buildings

We quote the article of the law that deals precisely with the subject matter for our readers' benefit:

Art. 135 Law 164/2014 Standards for the digital infrastructure of buildings:

1. All newly constructed buildings for which applications for building permits are submitted after July 1, 2015 must be equipped with a passive multiservice physical infrastructure inside the building, consisting of adequate installation space and high-speed fiber optic communications systems to the network endpoints. The same obligation applies, as of July 1, 2015, in the case of works requiring the issuance of a building permit under Article 10, Paragraph 1(c). In-building multiservice physical infrastructure is defined as the set of installations inside buildings containing access networks cabled with fiber optics with fixed or wireless termination that provide access to ultra-wideband services and connect the building access point with the network endpoint.

2. All newly constructed buildings for which applications for building permits are submitted after July 1, 2015 must be equipped with an access point. The same obligation applies, as of July 1, 2015, in the case of deep renovation works requiring the issuance of a building permit under Article 10. An access point is defined as the physical point, located inside or outside the building and accessible to companies authorized to provide public communications networks, that enables connection to the in-building infrastructure set up for ultra-wideband fiber optic access services.

3. Buildings equipped in accordance with this article may benefit, for the purposes of transfer, lease or sale of the building, from the voluntary and non-binding label of "broadband-ready building". This label shall be issued by a certified technician for the systems referred to in Article 1, paragraph 2(b), of the regulations referred to in the Decree of the Ministry of Economic Development No. 37 of January 22, 2008, and in accordance with the provisions of Guides CEI 306-2 and 64-100/1, 2 and 3.

This will make it possible to receive, even from multiple operators, different telephony services, data traffic, video services; and to receive the signals of television services from both digital terrestrial and satellite, all with fiber optics and the ultra-wideband potential they can offer. Lastly, the aforementioned legislation Law 164/2014, speaks of 'Electronic Communications System'. Previously it referred to the individual systems that make it up: thus TV Reception, Telephone, Broadband, video surveillance, intrusion detection, etc. The reason why this new definition was coined is twofold: the integration of electronic systems requires not only to group them under a single type, but also to exploit the technical and economic synergies that make these systems more performing and less expensive.

MINISTERIAL CERTIFICATION

The MULTIFIBER BUILDING® is currently the only system in Italy to have been certified by the Ministry of Economic Development (M.I.S.E. certification), which, after subjecting the design, the various components and the assembled and finished system to careful checks on compliance with current regulations and functional tests, has confirmed and certified its perfect efficiency and quality.

The advantages of FTTH technology

Just as Energy Class has become a defining factor influencing the purchase of an apartment, so too will the technological features of a building soon assume the same importance.

Paragraph 3 of the article expressly provides that "Buildings equipped in accordance with this article may benefit, for the purposes of transfer, lease or sale of the building, from the voluntary and non-binding label of broadband-ready building".
